On 22 December 1970, Afghanistan announced a public works program aimed at generating employment during winter months. The initiative focused on road repairs, public building maintenance, and irrigation canal cleaning. Workers received wages that helped stabilize household incomes during the low-employment season. The program strengthened local infrastructure while reducing economic hardship in vulnerable communities. It became one of the country’s earliest large-scale public employment efforts.
