On 16 July 1970, the Afghan government introduced scholarships for students pursuing agricultural science and rural development studies. The program aimed to build a new generation of specialists who could support crop research, irrigation planning, and livestock management. Students received opportunities to study both inside Afghanistan and abroad. The initiative strengthened agricultural institutions during a period of national modernization. It also helped address shortages of trained professionals in key rural sectors.
