On 27 September 1974, Afghanistan launched a training program for rural irrigation engineers. The curriculum included canal surveying, water-flow measurement, and erosion protection. Students participated in hands-on fieldwork across nearby farming districts. The program aimed to address shortages of trained personnel in water management. Its graduates contributed to irrigation projects throughout the 1970s.
