On 19 June 1977, the Ministry of Education introduced a literacy enhancement program aimed at adults in rural districts. The effort responded to high illiteracy rates that limited economic and political participation. Training centers were established in villages to support basic reading and writing instruction. The program also produced educational booklets tailored to local languages. It marked an early attempt to improve nationwide literacy before later upheavals disrupted expansion.
