Brazil issued Decree-Law No. 1,622 of 1939, signed by Getúlio Vargas, amending a rule from Decree-Law No. 197 (1938). The decree-law clarified that time of service “in campaign” would be counted twice for purposes of inactivity/retirement, under defined conditions. It specified that “campaign service” meant periods when the soldier received the campaign bonus and was in war operations with displacement from the unit’s base, or when the government expressly declared the service as such.
