Description

The Imperial Government of Brazil issued Decree No. 3,310, granting emancipation to all “Africanos livres” then existing in the Empire. “Africanos livres” were Africans who had been brought illegally and were held under state-controlled arrangements rather than being legally enslaved. The decree ordered that this entire class of people be considered emancipated, ending their compelled status under that category.
