Brazil enacted a federal law creating the Systema Brasileiro de Comércio de Emissões de Gases de Efeito Estufa (SBCE). This is a national emissions trading framework. The law set the legal basis for organizing a regulated market approach to controlling greenhouse-gas emissions. It also amended related environmental and regulatory statutes to support implementation and oversight. This marked a major policy step toward using market tools for climate governance in Brazil.
