Law No. 13,189 created the Programa de Proteção ao Emprego (PPE). It was later associated with the Programa Seguro-Emprego (PSE) in updated wording. The program was designed to help preserve jobs during economic downturns. It allowed participating companies to adopt measures (under legal rules) aimed at avoiding layoffs.
