This was Brazil's first all-encompassing legal framework for child welfare, and it is better known as the Mello Mattos Code. The decree arranged state strategies for juvenile justice and child protection in accordance with the institutional and legal theories of the day. Although its methodology was ultimately superseded by contemporary rights-based frameworks, it became a fundamental reference in the historical development of juvenile policy in Brazil.
