Brazil enacted this law which created FUNDEF (a national fund to maintain and develop elementary education and support teacher pay). The law set rules for how education funding would be organized and distributed. It helped expand and stabilize basic education financing across states and municipalities. It also linked part of the funding to valuing the teaching profession.
