Brazil enacted Law No. 6,938/1981, which created the National Environmental Policy. The law set national goals and mechanisms for environmental protection and established the framework for how environmental policy would be formulated and applied. It also created the National Environmental System (SISNAMA) to organize environmental governance across federal, state, and municipal levels.
