Brazil enacted Law No. 2,004, which established Brazil’s national petroleum policy framework and created Petróleo Brasileiro S.A. (Petrobras). The law structured state control over key oil-sector activities and set institutional responsibilities for regulating the sector. Petrobras became a central actor in Brazil’s industrial development and energy strategy for decades.
