The law created an optional federal election system for First Nations that choose to operate under it. It introduced longer terms of office than the older Indian Act election rules. It also added measures meant to improve election stability. The Act also included penalties and rules aimed at addressing election offences and disputes. Communities could opt in through a formal process rather than being automatically placed under it.
