Law No. 9,883 created the Brazilian Intelligence System (SISBIN) and the Brazilian Intelligence Agency (ABIN). The law organized how intelligence activities should be coordinated within the federal framework. It set ABIN as a central body within that system. This was a major institutional step for national intelligence governance after the 1988 Constitution period.
