The law instituted the Código de Menores (Minors’ Code). This created a nationwide legal framework for how the state would address issues involving minors, including protection and intervention mechanisms. It shaped youth and child policy during its period. This also became a key reference until it was later replaced by the Statute of the Child and Adolescent (ECA) in 1990.
